WAIVER
& RELEASE FORM:
No individual will be allowed to participate in any league game,
practice session, party, tournament, clinic, or camp until a Waiver
& Release of Liability form has all the necessary information and
signatures properly completed. Failure
to comply will result in forfeiture of all the games played. LEAGUE
REGISTRATION:
Teams are registered on a first-come, first-served basis - with
current teams getting first priority.
The deposit fee must accompany the registration form.
A deposit will be refunded only if a team is not offered a
position in the season requested and does not wish to remain on the
waiting list for the next available season. LEAGUE
FEE:
The balance of the team fee is due at the first game of the
season. A $50 late charge will be imposed on teams paying their
balance later than their second league game.
Teams not playing their balance by the third game will be dropped
from the league. There is a
$20 fee to re-schedule a game. GAME
BALLS:
The home team must provide a hand-stitched game ball.
No unbagged balls allowed off the playing field. EQUIPMENT:
Artificial turf or flat-soled shoes are required (no cleats). All players must wear shinguards, covered by socks.
Teams must be dressed in matching colored shirts.
Numbers are suggested, but not required.
Teams must have an alternate set of matching shirts in case of a
color conflict. The home
team must change colors in the event of a conflict.
Teams without "referee-approved" matching colored
shirts will forfeit the game. There
will be no change in shirt colors after the second period has started. LAWS
OF THE GAME:
Please refer to the rule handout (8/05) provided by the Portland
Indoor Soccer Center. SPORTSMANSHIP:
Individuals are expected to play under control within the rules
of the game, and to the best of their ability, avoid causing injury to
themselves and other persons using the facility.
Sportsmanship is strictly enforced in all
"recreational" leagues and teams will be suspended from
further participation in league play if they receive poor ratings. REFEREE
STAFF:
The Center's management would like to reaffirm that referees
appointed to officiate each game have complete authority, and that
his/her decisions on points of fact connected with the game are final. PROTESTS:
Protests regarding the incorrect application of the Laws of
Indoor Soccer and/or player eligibility must be turned in to the Center
within 24 hours of the match in question in writing.
The Portland Indoor Soccer Judiciary Committee will rule on the
protest before the protester's next game.
The Judiciary Committee reserves the right to review a videotape
of an incident before reaching a decision. LEVELS
OF COMPETITION:
The Center reserves the right to make the necessary changes
within league divisions to insure an equal level of ability and
competition. Teams shall be
judged by their strongest listed lineup. PLAYER
BOXES:
For safety reasons, only players and coaches are allowed in the
player boxes during league games. Teams
may receive a 2-minute bench penalty for violation of this rule. YOUTH
GOAL LIMIT:
In youth leagues (U18 and below), if one team gains a 4 goal
advantage over the opposing team, the opposing team may play an
additional player on the field until the goal difference is less than
four. ADULT
GOAL LIMIT:
No player may score more than two goals per game in the lowest
Women's Division, or in Coed Divisions II, III, IV, and V. LEAGUE
STANDINGS POINT SYSTEM:
2 points for Win, 1 point for Tie, 0 points for Loss (league
games that end in a tie score shall remain a tie game).
In addition, there will be one bonus point per game in the coed
league only if a woman scores a goal. LEAGUE
DIVISION TIES:
Any league divisions ending in a tie at the end of the league
season shall be governed by the following tie-breaking system: (1st)
compare head-to-head league record against each other; (2nd)
higher goal ratio [goals for/goals against] in head-to-head games
only; (3rd) higher goal ratio for entire season; (4th)
least "goals against” during the season; (5th)
playoff game. DIVISION
WINNERS:
Teams that have won their division (before the next season's
schedules are finalized) shall be placed in the next higher division,
regardless of player conflict. Championship
teams will receive a new hand-stitched soccer ball or a $20 credit for
the next season. TEAM
ROSTERS & INDIVIDUAL PLAYER PARTICIPATION:
Team
rosters must be signed, completed and turned in prior to the FIRST
league game. Players may be
added to the roster at any time during the season, but must comply with our strict roster rules (no exceptions!).
There is a roster limit of 22 players.
Players may be on only one roster in any given division.
No adult team may have more than 3 players (under 50 years old)
on its team that are also playing on any other teams in a higher
division within their same (Men’s, Women’s, or Coed)
classification. NOTE:
A player is officially a member of the team that he/she first signed
for. ILLEGAL
PLAYERS:
Players not signed on the roster are illegal players.
Failure to comply will result in forfeiture of all games played
with illegal players. STARTING
TIMES:
Teams with the minimum number of players to start shall take the
field when signaled to do so by the referee.
Failure to comply will result in a two-minute penalty for delay
of game. Teams without the minimum number of players required to start
will forfeit the match. GAME
TIME IS FORFEIT TIME! GAME-TIME
FORFEITS: A
team forfeits a game if the team:
1) does not have the minimum number of properly-equipped players
to start at game time;
2) has a player on its roster who has not signed the roster;
3) has a player on its roster who has already signed with another
team in the same division;
4) has a player on its roster who is not within the age limit of
the division;
5) causes a game to be abandoned;
In addition, adult teams will forfeit a game if the team:
6) has more than three upper division players (under 50 years
old) on its roster. The
score of all forfeited games shall be 1-0 (plus a bonus point in the
coed leagues). Any team that has two “game-time” and/or “illegal player” forfeits in one season for any reason will not be allowed to re-register for the next season, and will be placed at the bottom of the waiting list if they wish to play. If the team is accepted into the league, the entire team fee must be paid in advance of the season. GAME-TIME
FORFEITED GAMES:
The winning team in a forfeit has the following options: 1) Conducting a closed practice session. A referee will not be provided for practices.
2) Sharing players
with the other team and scrimmaging.
3) Letting the other
team pick up non-roster players that are acceptable to the
winning team and
acceptable to the referee for that division. QUARTER-TIME
FORFEIT:
If a team has the minimum number of legal players to start the
game and plays the first 13 minutes of the game with those legal
players, they may borrow players from the other team, or pick up other
non-roster players who are acceptable to the opposing team and the
referee. In this case, the
team will forfeit the game, but it is not counted as a “game-time”
forfeit and will not affect the team’s status with regard to
re-registering for the next season. RED
CARD POLICY:
A player or coach ejected (red-carded) in a game or scrimmage
by a referee will be suspended according to the following guidelines:
* A player or coach red-carded for the offense of "foul and
abusive language" will miss the next league game.
* A player or coach red-carded for the offense of
"persistent infringement of the rules after receiving a caution or
for a
third 2-minute penalty" will miss the next league game.
* A player or coach red-carded for the offense of "violent
conduct or serious foul play" will miss the next three league
games, and may be faced with further disciplinary action as
decided by the Portland Indoor Soccer Judiciary
Committee.
* A player or coach red-carded in an adult coed game for
the offense of "violent conduct or serious foul play" will be
suspended for one year from all coed play, and may be
faced with further disciplinary action as decided by the
Judiciary Committee.
* A player or coach red-carded for the offense of "illegally
entering the field of play to engage in misconduct" will miss
no less than the next three league games.
* A player or coach red-carded for "assaulting an
official" or "attempting to assault an official" will
automatically be
suspended from further participation in any activity at Portland
Indoor Soccer. In addition,
he or she may be
suspended from all indoor and outdoor leagues (based on a
reciprocal agreement with the other leagues.)
* Any player red-carded twice in one season for any reason shall
serve an additional suspension as determined by the
Judiciary Committee.
* An ejected player or coach must leave the facility.
Anyone who refuses to leave the premises when directed to do so
by the referee or facility manager shall serve an
additional suspension as determined by the Judiciary Committee.
* Any player who engages in further misconduct following an
ejection shall serve an additional suspension as
determined by the Judiciary Committee.
* A player may be suspended after a game based upon
videotape review of the game by the Judiciary Committee. Any
team that refuses to divulge the name of the ejected player will not be
allowed to continue playing until the name is given to the referee or
facility manager. PROOF
OF IDENTITY & AGE:
Players may be required to show proof of age or identity before
or at any time during a season. Proof
of age shall be: a valid state driver's license or state ID card, a
passport, or a valid outdoor player card.
Players without proper ID shall have one business day to provide
a valid proof of age. Any
player that gives a false name, age or birthdate on the player's roster
will be suspended from all participation at Portland Indoor Soccer for
one year. In
addition, that player's team will be suspended for one game. TERMINATION
OF PARTICIPATION:
The Portland Indoor Soccer management reserves the right to
terminate an individual's participation at the facility for violation of
any Center policy. Participation may be terminated during a game, at which time
the player will be ejected. Any
player who drinks alcohol prior to playing will be banned from play for
a minimum of one year. Any
underage person who attempts to purchase or drink alcohol in this
facility will be permanently banned from all participation. TERMINATION
OF GAME BY TEAM:
A team that leaves the field in protest will be suspended for one
game and will be placed on probation for one year.
Any similar action by that team will result in immediate
termination of participation. In
addition to the probation, the team will be required to submit a $100
"performance bond" before the team is allowed to continue
participation in the league. ABANDONMENT
OF GAME BY REFEREE:
A game shall be abandoned if members of one or both teams leave
the bench to engage in misconduct. COACH/MANAGER/PLAYER
RESPONSIBILITY:
It is the responsibility of each player and the player's manager
or coach to be aware of the total status of their own or their player's
infractions. Failure to
comply may result in further disciplinary measures which may include
suspension of the player/coach and forfeiture of games played in.
(This also includes the use of illegal players - those not
registered properly on the team roster). **WE
